Project Manager

Manage a contract or large project ensuring that it remains within planned Cost, Schedule and Technical constraints. Provide program management support services within the scope of the program/project in accordance with ADD processes.
Duties and
Responsibilities:
Responsible for projects/tasks within the program (aka the product line).
Exercises overall responsibility for all aspects of the multi-year, project/task efforts executed under assigned contracts and serves as the corporate single point of contact for all matters related to these contracts.
Provides oversight of all ongoing projects/tasks to ensure that each contractual objective is being met, that resource expenditures remain within budget, that all delivery requirements are fulfilled, and all work remains on schedule.
Maintains close liaison with the customers to prioritize key tasking and ensure timely resolution of any programmatic issues.
Responsible for developing/coordinating all estimates, proposals, BOEs and other project/task-related contractual actions with the appropriate stakeholders.
Oversees technology development, marketing, resource allocation, and performance WRT the program/project/task.
Maintains liaison with current and prospective customers, prime contractors, and subcontractors and markets as appropriate to expand business base of the contracts.
Ensures that any subcontractors' performance meets all contractual requirements and TYBRIN quality standards
Coordinates staff activities in responding to existing and impending contractual requirements
Reviews status area measurements for the program/project/task and ensures textual narratives provided adequately describe the reason/rationale for the measurement values assigned.
Provides oral and written reports of program/project/task status and ensures contract deliverables are delivered to the appropriate stakeholders IAW contractual requirements.
Supervises program/project employees in the performance of their daily activities. Reviews the work of program/project/task personnel for technical completeness, accuracy, and appropriateness.
Responsible for implementing and administering the ADD O/U defined processes within the program/project.
Regularly briefs senior management and other key stakeholders on program/project/task status measurement data
Endorses and implements company policies and procedures
Completion of employee performance appraisals and employee counselings, if assigned the responsibilities of employee supervision.

Education and
Experience:
Bachelors Degree, required and six (6) years of related experience. Masters Degree, required and three (3) years related experience.
Knowledge, skills & abilities required:
Human Resources practices and procedures
DOD acquisition, Bid and Proposal and contract management practices and procedures
Accounting, finance and budget planning and execution
Earned value management
Knowledge of, and skill in applying, the following: program management principles, methods, and practices in the assigned specialty area; systems development life cycle management concepts; performance monitoring principles and methods; quality assurance principles; technical documentation methods and procedures; systems security methods and procedures; analytical methods; and oral and written communication techniques sufficient to accomplish assignments such as: perform routine and recurring assignments in the specialty area; identify and resolve issues and problems; prepare and update manuals, instructions, and operating procedures; provide information and assistance to customers; evaluate established methods and procedures and prepare recommendations for changes in methods and practices where appropriate; and ensure the application of appropriate security measures to the assignment.
Requires a working knowledge of requirements identification, systems design, system testing for a system of systems, process improvement models such as Capability Maturity Model Integration (CMMI) v1.2, ISSO 9000 and other standard models, technical systems to include real-time, information management system, post mission and web-based, as well as program and process analysis elements.
Ability to define, implement and maintain highly mature and disciplined processes and procedures, design and implement data collection processes, conduct cost/benefit tradeoff analyses, and propose and identify changes to the current process.
This position requires: knowledge and experience in the use of Microsoft Windows, Word, Excel, PowerPoint, and Project Management software on PC computer systems; detailed knowledge of cost estimating and accounting for software development/test projects and Earned Value accounting processes; the ability to propose changes to the current process in order to streamline and improve process completion times and product quality.
Characteristics required for this position include excellent analytical abilities and verbal communication skills, good interpersonal skills, and the ability to precisely communicate via briefings and written reports

Determines the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories; frequently interprets regulations on his/her own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves most of the conflicts that arise; and keeps senior management informed of progress and of potentially controversial matters.
Reviews completed work for soundness of overall approach, effectiveness in meeting requirements, the feasibility of recommendations, and adherence to Task requirements and ADD processes.

Work involves: Staffing, training, evaluating, budgeting, marketing and status reporting for all aspects of the program.
Work consists of broad functions and processes such as: planning and leading efforts to address issues in areas where precedents do not exist; and establishing new concepts and approaches.

Must be able to secure and maintain a security clearance.

Physical requirements Work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meeting and conferences. May carry light items, such as reports, data products, notebooks and laptops.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
